Pre-Construction Services
J.S. Cornell & Son, Inc. (JSC) provides a comprehensive outline
of services before actual construction begins. These services
include; but are not limited to:
Design Team Selection: At the owner's request, JSC will
assist with the interview and selection process of qualified Design
professionals having the experience and abilities necessary to
work in a team format to complete the project in the most timely
and cost efficient manor.
Communication: Proper channels of communication among
the Owner, Architect, Engineers and JSC will be identified and
a project team meeting schedule will be established. JSC believes
team interaction is one of the most important factors in the success
of a project.
Schedule: A Comprehensive schedule is set to establish
the timetable for project milestones, including design phase,
Owners decision dates, ordering long-lead items and construction
phase.
Project Budget: Up to three project cost estimates, if
required, shall be developed during the design phase. These would
a schematic cost estimate, a design development cost estimate
and a guaranteed maximum price.
Value Engineering: Concurrent with our estimating efforts,
JSC analyses elements of the project to ensure you will receive
the greatest value for your construction dollar.
Guaranteed Maximum Price: JSC will develop a guaranteed
maximum price (GMP) at a point when the project scope is sufficiently
defined. This can be accomplished from a combination of documentation
such as construction drawings, specifications, meeting memoranda,
and written classification data.
Bid Package Planning/Procurement: During the design phase,
JSC develops a subcontract bidding program. While JSC has the
in-house capability in a number of trades, we competitively bid
up to 95% of each project. JSC evaluates trade contract interest
in the project. Our excellent working relationships with contractors
and subcontractors in the local marketplace promotes competitive
bidding from qualified trade contractors who have a proven record
of on-time completion.
Construction Planning: During pre-construction, we will
recommend ways to expedite the process of construction. Our construction
planning services include:
Site Mobilization Plan: Developed to address the particular
concerns of the Owner with special attention to affecting minimal
disruption of operations in the adjacent areas.
Safe Operation and Efficient Management Planning: A
project safety program ensures the integrity of the site during
the construction period and addresses access to the site.
Material Storage/Access Routes: Storage location and
delivery access will be established with each trade contractor.
Interface with Local Authorities: Application for permits
and coordination of construction traffic will be arranged with
local authorities and community groups and organizations.
Coordination of Contract Documents: We review all drawings
and specifications to ensure the various disciplines are coordinated
and to assure the documentation is in agreement with the scope
described in the budget.
Long-Lead Items: The critical materials and equipment
requiring long-lead time for fabrication and delivery are identified
during the completion of the pre-construction phase by the project
team.
Bidding and Awarding: Our project staff will hold pre-bid
conferences to clarify questions about the bid documents and to
ensure understanding of all scheduling requirement.
The Owner may be present at the receipt and opening of all bids.
After the bids have been analyzed, a meeting is held with the
low bidders to review the scope of work. Our bid package estimate
is an invaluable tool in this review process. We confirm each
bidder's package for completeness and compliance with the project's
requirements. JSC then prepares a bid comparison and solicits
the Owner and the Design Firm's approval before awarding contracts
or purchase orders.
Schedule Control: JSC organizes the on-site construction
team and established the lines of communication and authority.
Formal procedures are implemented for the coordination of the
work to ensure that the Owner's objectives for cost, timely completion
and quality are met. As the project progresses, weekly job meetings
are held to discuss procedures, progress, problems and scheduling
of job. Differences between scheduled and probable completion
dates are identified and recommendations are made to correct potential
problems.
Submittals: Working with the members of the project team,
we establish and implement procedures for expediting the processing
and approval of shop drawings and samples.
We assist the Owner and the Architect to obtain all building
and special permits for permanent improvements and approvals from
all required authorities.
If required, we assist the Owner in selecting and retaining the
professional services of a testing laboratory and/or special consultants.
Expediting: Adequacy of trade contractors' personnel,
equipment, and the availability of materials and supplies is evaluated.
We take immediate action if the requirements of a trade contract
are not being met.
Job Meetings: JSC's project manager and superintendent
will attend all job meetings.
Cost Control: Upon establishing a Guaranteed Maximum Price,
JSC's project manager will implement the construction phase of
the cost control and cost accounting procedures, using JSC's in-house
computer network. Weekly labor cost reports are reviewed by project
manager with job site superintendent. Material costs are tracked
in a similar manner.
A separate subcontracting reporting system tracks the billings
and payments to subcontractors, and a Monthly Cost Report is used
to track the total cost of the project.
Supervision of Construction: JSC will supervise and observe
the work of the trade contractors and of our own field staff.
Quality Control: JSC has a long-standing reputation for
demanding high quality. We institute a quality control program
on each project. Our project manager and superintendent place
great emphasis upon setting up standards early in the project
which all subcontractors must follow.
General Conditions: JSC has the capability to perform
General Condition items with its own forces. By providing these
services in-house, we believe we achieve greater project control,
as well as cost savings to the Owner.
Safety: Construction site safety, including concern for
job site personnel as well as site visitors, is a priority with
J. S. Cornell. We will work together with the Owner to establish
the most effective safety procedures possible for this project.
Reporting: JSC logs the progress of the project daily.
We will update the progress of work to the Owner and the Architect,
including information on the trade contractors' work and on percentages
of completion , at each job meeting.
Records of all contracts, drawings, samples, purchases, materials,
equipment, maintenance, and operating manuals are maintained at
the project site.
We obtain data from the trade contractors and maintain a current
set of record drawings. The completion of the project, all records
of as-built information will be delivered to the Owner.
